GAN TURKEY Opening and Signature Ceremony
Our Confederation, member to Global Apprenticeships Network (GAN), established GAN TURKEY as a part of Global GAN’s activities. GAN TURKEY’s Opening and Signature Ceremony took place as a part of ‘‘ Conference on Developing Quality Apprenticeships’’ with the cooperation of G20 and the Organisation for Economic Cooperation and Development (OECD) in Antalya on 25 February 2015.
GAN TURKEY Opening and Signature Ceramony opening speeches were delivered by Minister of Labour an Social Security Faruk Çelik, B20 Employment Taskforce Co-President and Koç Holding Board Member Ali Koç, International Organisation of Employers (IOE) President Daniel Funes de Rioja, TİSK President Yağız Eyüboğlu. The Ceremony was attended by more than 200 participants including the representatives of ILO, OECD, B20 and L20.
Faruk Çelik stated in his speech that there were 936,000 unemployed youth in Turkey, youth unemployment rate was %19,9 in December 2014 and decreasing youth unemployment to the level of general unemployment rate in 2023 was targeted by National Employment Strategy.
Faruk Çelik indicated that Government provides investment and employment incentives in addition to apprenticeships programmes to enhance youth employment. According to Minister Çelik, GAN TURKEY is one of the benefits of globalisation that come to light and it is pleasing that the establishment of Global GAN’s first and pioneer national network in Turkey.
Ali Koç said in his speech that youth unemployment went from bad to worse in the world, youth unemployment rate was 3 times bigger than general unemployment rate, as a result, youth unemployment became the priority of all G 20 countries. According to Koç, partners are able to solve this problem collectively because efforts of business world or one of the partners are not sufficient for solution. Koç also indicated his care about GAN as a concrete output of B20, G20 and L20 collaboration.
Daniel Funes de Rioja said in his speech that GAN was the baby of G20 and B20 employment process and IOE and BIAC could be named as parents of GAN. He added that establishment of GAN TURKEY was the most important indicator of fast and concrete improvement of Global GAN’s activities. He also stated that IOE would powerfully support GAN and national networks.
TİSK President Yağız Eyüboğlu stated that number of unemployed youth reached 74,5 millions in 2013 according to ILO datas, at the beginning of 2013 B20 and L20 agreed on successful apprenticeships by developing a common sense with a joint declaration entitled ‘‘Basic Facts of Qualified Apprenticeships’’ and GAN was established as the first concrete output of B20 Employment Taskforce.
According to Eyüboğlu, GAN is a platform for employers to undertake some subjects like developing skills of young people by apprenticeships and enhancing their employability. He emphasized the importance of GAN TURKEY as the first national network in the world. Eyüboğlu said that fundamental role would be undertaken by companies to carry out GAN TURKEY’s activities. According to Eyüboğlu, sharing remarks in line with the requirements from companies to help and give support to Government on educational policies and designing curriculum, raising awareness, enhancing campaigns, sharing national and international best practices and performing some sectoral works are some examples of planned activities.
In the Signature Ceremony, CEO’s of Adecco, Akçansa, Arçelik, Aygaz, Bosch Termoteknik, Buga Otis, Çimsa, Eyüp Sabri Tuncer, Ford Otosan, Hilton, İçdaş Çelik, Mercedes Benz Türk, PharmaVision, Pressmech Progressive, Randstad, Rollmech Automotive, Santa Farma, Tofaş and Tüp Merserize put their signature under GAN TURKEY’s 3 fundamental principles.
Relevant principles are:

- Strengthen the commitment and visibility of the company’s workforce engaged in apprenticeships as parf of the company’s human capital development strategy.
- Share the best practices in the areas of apprenticeships and mentoring.
- Encourage a network of committed companies, at the global and local levels, to support effective knowledge sharing action programmes and partnerships and to scale up international cooperation to this effect.
Certificates were presented to GAN TURKEY Founder Members after signatures.
